Our Team
Established in 2013, METIS is a consultancy that seeks to improve the outcomes of development programs by expanding the role and impact of performance information. We specialise in design, monitoring, evaluation and learning (MEL), and quality assurance services, working in close collaboration with clients, at both the design and implementation phases of initiatives. This includes program design, developing and implementing adaptable performance assessment systems, supporting management teams with technical advice and quality assurance services, and conducting strategic evaluations and reviews of individual or portfolio of investments. Through all our assignments, we work in close partnership with stakeholders in a way that maximises the uptake of performance information for effective program management, learning, and capability building.

Laurent de Schoutheete
Founder and Principal

Laurent is a senior program design and performance specialist and a regenerative development practitioner with a keen interest in systemic thinking and relational worldviews. He has extensive experience in designing development programs, developing monitoring, evaluation and learning (MEL) systems, and conducting strategic reviews and evaluations for complex initiatives funded by bilateral and multilateral development agencies. He has worked in various sectors across the Africa, Asia and Pacific regions.

John Voss
Founder and Principal

John is a senior MEL and research specialist with over twenty years’ experience leading MEL operations, focusing on the development and management of M&E system and research agendas for complex social development programs. Specialising in quantitative methods, John has led and/or supported evaluation and survey design, data analysis and report writing for a range of experimental and quasi-experimental studies in the Asia-Pacific region.

Dr David Coleman

David Coleman is a senior education specialist with extensive education for development experience. David has previously served as Senior Education Advisor for the Australian Department of Foreign Affairs and Trade (DFAT), UNICEF Chief of Education in Cambodia, Education Advisor with the New Zealand Aid Program, and Education Specialist with the AusAID Education Resource Facility. David has deep multilateral experience, including advising on Global Partnership for Education performance at the country and strategic planning levels. David has strong bilateral capabilities, currently serving on the Australian-funded Technical Advisory Group for the Basic Education Quality and Access program in Lao PDR. He holds a doctorate in international education policy and program evaluation from and has published widely, including as co-author of The United Nations and Education: Multilateralism, Development and Globalisation.

Susan McGowan

Susan McGowan is a senior Gender Equality, Disability and Social Inclusion (GEDSI) Specialist, with strong systems thinking capacities and extensive experience in evaluating and strengthening GEDSI dimensions in diverse humanitarian and development contexts in the Pacific, Asia and Africa. Based in Australia, she consults for and advise governments, research institutions, NGOs, civil society, and managing contractors on inclusive policy and program design. Originally trained as a clinical Occupational Therapist, Susan holds a Master’s in International Development with a specialization in Disability and Gender Equality. Susan brings a proven ability to translate GEDSI policy commitments into practical, context-specific approaches that improve equity, participation, and development outcomes.

Dr Agustian (Agus) Sutrisno

Dr Agustian Sutrisno is a tertiary education specialist who received his PhD from Queensland University of Technology (QUT). He has since consulted for various international organisations, including ADB, UNICEF, USAID, and DFAT, for whom he has evaluated and designed international development and diplomacy programs. He has also widely published in various internationally peer reviewed journals and edited books on the topics of comparative higher education, international scholarship outcomes, and qualitative research methodology. He was a Fulbright Senior Visiting Scholar at the Center for International Higher Education, Boston College in 2017, and a visiting scholar at Bishop’s University in Canada, in 2024. Agus is also a lecturer at the Faculty of Education and Linguistics at Atma Jaya Catholic University in Jakarta.

Dr Sithanonxay (Oud) Suvannaphakdy

Dr Oud Suvannaphakdy is a senior economist with extensive research and management experience in development programs across Southeast Asia. He has contributed to advancing public administration, economic integration, and private sector competitiveness by working with governments, development agencies, and multilateral organizations. He holds a PhD in Economics from Hiroshima Shudo University, where he specialized in trade and FDI dynamics. His core expertise spans trade facilitation, non-tariff measures, regional economic integration, global value chains (GVCs), and policy evaluation. Oud has served in advisory and consultancy roles for numerous institutions, and has published on ASEAN economic affairs, trade policy, and GVCs, including in peer-reviewed journals and policy outlets.

Dr Kimsor Oeng

Kimsor 'Sor' Oeng is an action researcher with 10 years of cross-sectoral experience in food systems development and transboundary water governance in the Mekong river basin. He’s currently engaged in a community-based participatory research project, that examines the place-based intersection between irrigation governance, inner development, and systems thinking in the context of Cambodia. He holds a BA in International Relations from the Australian National University and an MSc in Sustainable Development, Agri-food, and Co-operatives from University College Cork.

Chloé de Soye

Chloé de Soye has over 15 years’ experience providing Monitoring, Evaluation and Learning (MEL) and applied research services to humanitarian aid and international development programs. She has worked on initiatives funded DFAT and the European Commission, in Africa, Latin America Asia and the Pacific. She has also worked in-country with local NGOs and the United Nations, and as such brings a unique blend of field and policy experience. An accomplished team leader, Chloé is fluent in French, English, and Spanish. She holds a Master’s in International Cooperation from the Université de la Sorbonne, Paris.
