Design of the Mekong Australia Partnership (MAP) Phase 2, Mekong regional (2024)
METIS provided design, MEL and climate change expertise for the design of MAP Phase 2, Australia’s new regional investment in the Mekong sub-region, valued at AUD 140M over 10 years. This included framing the portfolio logic, the MEL approach, and the climate change stream.

Design of the Australia Indonesia Partnership for Education Quality Improvement (INOVASI) Phase 3, Indonesia (2023)
METIS provided design leadership and MEL expertise for the design of INOVASI Phase 3, valued at AUD 110M over 8 years. This included developing and leading a design process that adopted a systemic approach that brought together high-level national policy influence ambitions with localised bottom up (PDIA) approach in a realistic and politically-informed manner.

Design of the Australia Indonesia Knowledge Partnership Platform (KONEKSI) program, Indonesia (2022)
METIS provided design leadership and MEL expertise for the design of KONEKSI, an AUD 50M investment aimed at improving the performance of Indonesia’s knowledge, research, science and innovation systems to deliver economic and social impacts, and supporting strategic and sustainable science, technology, innovation and research partnerships between Australia and Indonesia.
Strategic Design and MEL Services for the Partnership for Infrastructure (P4I), Southeast Asia regional (2021-2022)
P4I is a high-profile AUD 141M program engaging nine Southeast Asia partner governments (Cambodia, Indonesia, Lao PDR, Malaysia, Myanmar, Philippines, Thailand, Timor-Leste and Vietnam) on matters of strategic significance, with the goal of contributing to quality infrastructure development that drives inclusive growth. METIS provided strategic and technical advice for the review and reformulation of the Program’s theory of change and MEL strategy.
Design of the Australia Awards in Indonesia (AAI) Program, Indonesia (2021)
METIS provided design leadership and MEL expertise to reformulate the AAI, valued at AUD 128M over the period 2022-2030.

Monitoring, Evaluation and Learning
MEL services for the Climate Resilient Community (CRC) Support Unit, Asia-Pacific regional (2025)
CRC is an AUD 222M investments that seeks to enhance the climate resilience of communities in the Indo-Pacific region. As strategic MEL partner for CRC Support Unit, METIS provides technical support to operationalise the Facility’s MEL Plan and Performance Assessment Framework, and to integrate consistent and coherent MEL approaches across CRC-funded activities.
End of Program Review for BEQUAL Phase 1, Lao PDR (2022)
METIS conducted an End of Program Review of the Basic Education Quality and Access in Lao PDR (BEQUAL) Phase 1 program, Australia's flagship AUD 80M investment in Lao PDR (2015-2022). The review documented the evolution of the program’s objectives, assessed their achievements and more broadly investigated the extent to which the program contributed to Australia’s relationship with Laos, and synthesised lessons learned from Phase 1 to feed into the implementation of Phase 2.
MEL services for the Program Organisasi Penggerak (POP), Indonesia (2021-2022)
The POP is a large and innovative program funded by the Indonesian Ministry of Education and Culture (MOEC) that supports 152 Civil Society Organizations to implement interventions to improve students learning outcomes in the fields of literacy, numeracy, and character building. METIS produced an evaluability assessment and worked closely with MoEC representatives to develop a coherent, rigorous and fit-for-purpose system that clarifies the program objectives, outlines performance information needs, and suggests approaches and methods to generate, analyse and use performance information.
MEL services for the Investing in Women initiative, Southeast Asia regional (2016 – 2020)
METIS designed and managed the MEL system for the Investing in Women (IW) initiative, a regional and multi-disciplinary AUD 42M program implemented in Indonesia, The Philippines, Vietnam and Myanmar aimed to address barriers to women’s economic empowerment and participation by employing diverse modalities and activities. The IW MEL system was designed to be strategic and responsive to the information requirements of the program, incorporating a rigorous combination of qualitative and quantitative methodologies with over twenty distinct data collection activities conducted across three or four IW countries.
MEL services for the Solomon Island Resource Facility (SIRF), Solomon Island (2018-2019)
METIS was the holder of the Solomon Island Resource Facility (SIRF) M&E contract and provided a set of strategic and activity-level MEL services to the DFAT post in the Solomon Islands under a ‘one-stop shop’ arrangement. Each assignment involved the development of sound data collection and analysis methodologies, and required close relationships with DFAT staff and timely submission of high-quality written outputs.
Evaluation of the Human Capital Development Fund (HCDF), Timor-Leste (2016)
METIS carried out the DFAT-funded impact evaluation (2016) of the Timor Leste HCDF. The evaluation used a mixed-method approach, combining a survey of 1500 beneficiaries with qualitative interviews of key respondents such as scholarships beneficiaries and line managers/employers. The study required engagement with multiple ministries and the sourcing and was conducted by a joint team of international and local consultants, enhancing both the ownership of the evaluation and its findings, and the long-term capacity of government partners and private sector organizations.

Technical Advice and Quality Assurance
Technical and Advisory Group (TAG) for BEQUAL Phase 2, Lao PDR (2022-current)
METIS provides TAG services for the AUD 30M Basic Education Quality and Access in Lao PDR (BEQUAL) Phase 2, including strategic advice on program performance, governance mechanisms, strategic planning, MEL, resource allocation, stakeholder engagement, policy dialogue, and public diplomacy. METIS has mobilised a team of senior professionals who quality assures relevant documents and supports the integration of these lessons on progress into program implementation and strategy.
Quality Technical and Advisory Group (QTAG) for CAPRED, Cambodia (2022-2024)
METIS provided QTAG services for the AUD 87M Cambodia Australia Partnership for Resilient Economic Development (CAPRED) from 2022 to 2024. The QTAG performed the role of critical friend for CAPRED and provided independent advice to DFAT on MEL, GEDSI, climate change, and economic policy, to understand progress and impact, examine current strategies and investments, including partner engagement, capacities, and modalities. METIS ensured the QTAG engaged constructively with all stakeholders, reviewing key program documents, facilitating strategy testing discussions, and participating in steering committee meetings.
