Investing in Women- MEL System Design and Implementation

METIS designed and managed the MEL system for the DFAT supported Investing in Women (IW) initiative, a multi-country, multi-disciplinary AUD $42m program implemented in Indonesia, The Philippines, Vietnam and Myanmar.  The program is a flagship Australian Government initiative that sought to address barriers to women’s economic empowerment and economic participation, utilising a diverse set of modalities and activities, such as partnerships with large private sector firms and impact investors to promote gender equality and increase the flow of capital into women-owned/led small and medium enterprises, and the development of advocacy platforms to capitalise on learning, results, networks and partnerships as a means to promote workplace gender equality in the private sector. The IW MEL system was designed to strategically address and be responsive to the program’s information needs, and included an integrated mix of rigorously designed qualitative and quantitative methodologies, and over twenty distinct data collection activities, each being implemented in three or four countries. The complexity of program implementation and modalities required the MEL team to operate in a multi-disciplinary, multi-cultural context, engaging directly with diverse group of stakeholders, including program teams, business coalitions and their member firms, impact investors, women-led or -owned small and medium enterprises, leading global NGOs, and Australia Government agencies.
